I have the honour to enolose a letter I

have received from the Governer of Hongkong with refer-

prisoner kitebell, whom, as I reported to you

in ny despatok He.32, of the 23rd October 1912, I sentenced

to eighteen months imprisohment and subsequent deportation

to the United Kingdom,

I also have the honour to send

a copy of my reply.

You will see that Fitshell kas inadvertant-

ly been released in Hongkong, and that there is consequent-

ly a difficulty in carrying out his sentence of deportation;

long, however,

does not return to China I do
